A lot of factors to consider. The person's weight, the gas ballons are filled with, the size of ballons etc. I'd say that 2-3 helium-filled baloons per kilo should be enough. For example, for a person who weights 70kg, 150-200 should be enough to just barely float in air. I'm probably wrong, though.
