Yes: Donald Trump is not complying with the law. And Deep State arguments do not wash here: if his story of investigating Deep State conspiracy theories was true, the correct protocol as defined by law was to use a diplomatic communication channel consisting entirely of people he appoints himself. Using Rudy Giuliani for that purpose was both unnecessary and highly illegal.
It makes perfect sense if you can lift half a finger of effort to follow what happened.

Indeed, it's a well known police tactic to ask the prime suspect to establish what happened.
If it were a formal impeachment process, as opposed to the behind-closed-doors witch hunt that it is, he would (probably) turn over documents. He turned over millions of documents to the Mueller witch hunt... err, investigation.
