Sometimes there are... on public city property, called a public smoking ban!

I think some states have a fine if you smoke in a car with children in it.

yeah that's what I'm asking. Like are there ACTUAL laws (not just an ordinance) and or should there be actual laws.=)

I don't think there should be. Living in a bubble-like, utterly sanitized environment would make for frail immune systems for the next generation. And imho human beings need to be just a little tougher.
