Also, how many times has he posted the same meme and was told everything from one IP source may serve more than 1 user, so blocking it will block them all, to IP addresses can be gotten around or changed easily enough.

Ya know what? It wouldn't be a big deal if you weren't out here just begging people to "harass" and "bully" you. The first time or two you mentioned people harassing you, you had my sympathy. I began to see that you go after others and then become angry when they retaliate. Once you have earned these enemies you cannot reasonably expect to be taken seriously in regards to this IP ban thing. Further you punish people who do not deserve it if they use a shared computer.
