Of course, maybe that's the joke, but these days on the internet one can never know if someone is making a joke or actually believes what they're saying.
I was just browsing the other day on some cold war stuff and came across the photo on Stalin's wikipedia page, and instantly thought dang he looks like Borat there...and just like that a meme was born, lol!
