The history of this document is quite interesting. It is not an official U.S. DOJ report; it is a document put out by government officials in the State of New Jersey, compiled under the direction of Democratic governor's apointed officials. The Scribd location where it can be downloaded for view (aside from New Jersey archives) requires a membership or an agreement by the reader to share their FB information.
A check into similar U.S. DOJ reports shows no such official U.S. government document existing. There is, however, a document addressing international/national terrorism plots. That particular document shows clearly that the majority of terrorist acts carried out world-wide and in respective nations are committed by Islamic militants.
Back to the document in question: header of archived material reads:
"The New Jersey Office of Homeland Security and Preparedness (NJOHSP) was created by executive order in 2006.
NJOHSP is led by a Director who is appointed by the Governor and serves as a member of the governor’s cabinet and as the Governor's principal advisor on homeland security issues. The Director serves as Chair of the Domestic Security Preparedness Task Force, which was created by statute in 2001. (P.L. 2001, c. 246)."
So, if we consider how popular among Democratic leaders it is to exhibit blatant animosity toward Trump, it should not be surprising if these "findings" in the NJ document are biased or even fabricated. The effort to characterize he President as a racist is an obsession for those that disagree with his policies.
