No. You're wrong. There is no argument here. No pretending he meant something else. There's absolutely nothing to ignore. Someone else said it weeks before and he wasn't talking about that when he said it. He was babbling on about China.

Later he said he wasn't serious. If he felt the need to say he wasn't serious that's his admission to having said it in the first place.
