Libertarian is not the same thing as liberal. Libertarians want small government, while liberals require large government in order to have more social services.

A true libertarian doesn't believe in a government.

I understand the message, but I can't help but notice...

There isn't a dam there, but the government is "trying" to build a dam "according to Trump." The people need to do it themselves through militias, and building walls on their private properties to keep out the foreign invaders. That's libertarian nationalism for 'ya. It's possible to be a nationalist and at the same time not to believe in a government.
