I think he means "it is" or "it has" as in "it's hot outside" and "it's been a long time since we had snow"

It's: apostrophe can cover "wa" as well as I. Nobody uses that though, oddly enough! I've almost typed "it's" to represent "it was" a few times myself!

"It's" signifies a contraction, while "Its" is a possessive noun.
