What part of "Mueller is not the boss" did you not comprehend? Oh, that's right - every part of it. Everything Mueller said and did is subject to being overrode by his boss - William Barr.
Now let's look at Barr's opinion that Mueller didn't do his job and failed to reach a conclusion on obstruction of justice. Following a little thing called "the law", Barr was forced to reach a conclusion, and he concluded there was insufficient evidence to bring charges of obstruction.
Everyone who is not a liberal understood this.
