If it can hold that weight and not break, then imagine how strong her arms and armor would be?

Finally, she is intelligent. Monarchs like her must know how to run countries well, which includes leading her own military. In war, men and women in her position are expected to lead armies to battle. She has the potential to be the David against the Goliaths of armies, and win.

Elsa could freeze her city with no death. sub zero on the other hand barley using his power killing revenent's he froze the entire city with everyone killed except for him in mortal kombat legends snow blind and he beat raidens brother fujin in mk origins sub zero. he is also cold resistant and kuai liang is stronger then bi-han who failed to beat scorpion and kuai liang beat scorpion with ease and beat his brother multiple times. he beat goro and kintaro while he was trying to get rid of his cybernetic code still struggling with both things he almost killed scorpion he beat reptile with ease. elsa almost died using her power

Sub-Zero without a doubt. Over the course of 10 main series games (soon to be 11), as well as a few spin-offs, he's proven himself to be a skilled fighter who has no problems, physically and emotionally, killing his opponents in brutal ways.

He is certainly strong, and from what you told me, have no qualms in killing. Elsa, on the otherhand, would definitely struggle in that area. On fighting, he would definitely have an advantage.

However, I think the one advantage she has over him is that, she's intelligent. She has to be, in order to rule well.

Supposing she could take the Rocky tactic by tiring him out and going for the kill, but that still means she'd have to overpower him in terms of stamina.

With that in mind, distance and Hit-&-Run will be her strategy. Her powers allows her to hit at longer ranges. If he maneuvers, dodges, and closes in, she can create an ice screen to obscure his vision, or to create a thorny barrier to cover her movement.

Her strategy will indeed involve wearing him out. but also wounding him as she can not only create autonomous snowmen but shoot ice projectiles as well so that he is further weakened. When the time is right, she will strike quickly, deeply, and dart off.

She is capable of being the ice version of the Green Lantern but without the benefit of knowing about future technologies.
