Cesar's Joker was the most comic book accurate of the three, especially given the Joker of the time.
Jack's was okay, but you never really got the feeling he was actually an insane mastermind, he came across more as just a thug playing loopy for rep.
Heath's was both brilliantly written and amazingly acted, and the closest to the contemporary comic book Joker, though with less wacky flair and, a fair bit more angry and chaotic. He also seemed to have a hidden ulterior motive seemingly based on revenge, something that really isn't like the Joker.
All that being said, Heath blows them all (live action at least) out of the water.
