i don't think there is a way to prevent it unfortunately, people are going to cheat the system no matter what.

Technically alt accounts aren't against the rules, it's only exploiting of the point system and harassing of other users that are against the rules. We do have a few methods in place that dampen the effects of those two things, but we're always open to hearing more suggestions.
