More is put in than needed, but some does protect the chips from being crushed as easily and prevents bacterial growth by depriving the environment of oxygen.

Companies will change the packaging to make the amount look the same while reducing the amount of product sold.

LOL, try reading the linked article. The weights are reduced, the price the same, and the packaging changed to fool people. They might actually be getting less product and more air. Therefor directly relevant.

On nitrogen, see my comment up the page. You have said nothing that contradicts what I've said, if X amount is necessary, then adding X+Y to make the bag look bigger than it is so you can add less chips and then sell at the same price is something that companies actually do.
