The two are not mutually exclusive. What may seem chaotic to you, who may be expecting Trump to run his white house like all the swamp politicians who have lied to the American people so consistently, for so long, may actually be controlled chaos. I think Trump believes this is the best way to get the most out of people.
I don't necessarily agree, but it does seem to be working, because in spite of what your silly meme tries to show, and in spite of being under a witch hunt for so long, that has taken so much of his time and resources, Trump has gotten many, many things done. You probably just don't agree with them. That doesn't mean he hasn't done them.
In fact, he's probably the only president I can remember, starting after Reagan, who has actually kept so many of his promises. He's failed on a couple big ones, but I suspect those failures should make you happy.
