You have to remember that there is no Military with the same number of Tanks and APCs and they have Personnel or people. Thus not everyone would have such protection and again once disabled they are stuck in a can. So for those who couldn't get in a vehicle, there are guns to deal with them. Also remember that eventually someone can and will get into those vehicles.
The police officer who got on top of that tank in San Diego didn't have an AT-4, Law Rocket, RPG, or IED. He still got in and killed the guy with his handgun. Where there is a will, there is a way.
Difficulty should never keep a people from fighting for justice and taking back their country from dictators. When the people do not have the means they should acquire the means. Never underestimate your people. They will always surprise you when lead by people with the knowledge, training, experience, drive, and determination. And let's be real here, the U.S. Military are not likely to go against the people so A-10's strafing cities wouldn't be a concern, but if the Military did fall under control of a dictator they would be overrun by the people since a significant percentage of the population would be former Military who are more than willing to fight.
Yes the U.S. does have a bunch of Beta Nu-Male Millennials who would likely prefer to hide out in their parent's basements than fight. But they aren't needed anyway as your everyday civilian woman could fill those ranks. Remember, there have always been times when Joe/Jane Citizen did step up and make all the difference needed, even with little to no training.
