Really depends on what you mean by "fueling prejudice". Obviously bullying, vandalism, and harassment are a big no-no. But that isn't really what "shunning" is. If I've got a private business of my own, and you say something disrespectful about my mother, I'd have the right to refuse you service. Same argument could be applied if you badmouthed the President, and I was a big fan of his.
However government institutions that are not privately owned should not do this. Because in essence, it's like the government censoring you.
