This rather wordy meme is a request to either make available a way to flag some of your meme images so they won't be in your image list when you're choosing memes to submit. Or better yet a submission scheduler. It could be as simple as FIFO.
Fun allows 2 submissions per day so if you submit A and B they post today. Submit C and D they post tomorrow. E and F the next day so on so forth. Either a scheduler or a queue.
