The Kochs do not directly fund the Heritage Foundation. The Cato Institute is a libertarian think tank which no longer has any ties to the Kochs. The study you're thinking of (referenced in the meme above) was done by the Mercatus Center at George Mason University, which is directly funded by the Kochs.
