May I introduce you to the concept of "Reddit"?

It may seem toxic to some but it really is very tame compared to a lot of other online communities. Such as the Cloversexual community for example.

Which caters to those specific communities. The about section (imgflip.com/about) states ImgFlip is for creating and sharing images specializing in memes and GIFs.
And from the terms of ImgFlip (imgflip.com/terms) there are numerous points of the terms that are ignored or selectively enforced determined by who the poster is and who the intended recipient is. The selective enforcement I have seen most frequently is spamming violations of terms and conduct violations of terms.
Again, this is based on the website saying how they wish it to operate with people to enforce those wishes, yet that enforcement is picking and choosing.
That is where the "most toxic community" comes from, the ethics behind it, not solely the content.
