Because NAFTA isn't a thing? If Mexico gets more in aid than the wall would cost, then Trump better get on that campaign pledge and cut it off. All of it, to everyone, like last year already.

The rest means Americans pay for it, and if you're willing to have your taxes raised, you can always personally opt to pay the IRS extra.
