False, in fact, it's speeding up.
Evolution is a product of selection. Mutations abound in the 'First World' and the rest (why is the newest of world the "First," and the oldest civilizations, "Third," I never understood), and many are not being selected out as they would normally be in less civilized conditions.
By keeping alive and thus preserving those traits and passing them on, plus mixing with others, evolution is still occuring and even accelarating.
8000 year old bones found in Kazakhstan show that humans have become slighter and thus weaker in build, and craniums smaller, and thus less intelligent. Since the advent of agriculture which offers a more steady supply of food, and settled and larger communities which distribute food and other resources to those who might not always be able to acquire them, the weaker, less intelligent, and otherwise less fit can survive. Further, the lesser the IQ, the more they tend to breed.
This is evolution in action.
