Again, "part" of the solution. All aspects have to be addressed. That is another gateway into the world of illegal narcotics use that needs to be addressed too. But when tending to an emergency (for my example now, not commenting on anything the media or government has labeled an emergency), the care practices are triaged. Stop the start the breathing, stop the bleeding, protect the wound, treat for shock, prevent/treat further infection.
The prescription medication area is a problem, but a little further down the list. The anti drug usage campaign pushed by the dept of education for more than 40 years or so has been trying to treat the infection, and it appears it has not been working. The prescription issue, from my point of view, would be in the "treat for shock" stage of triage. Something that has potential to create further damage if not addressed properly. It looks like the country is currently in the bleeding stage at the moment and needs to stop the hemorrhage.
