WHEN YOUR CITY FIGHTS DISTRICT VOTING... AND LOSES; SAYING THAT A DISTRICT SYSTEM MAY WORK WELL IN LARGER CITIES LIKE LOS ANGELES. BUT THAT CITIES WITH LESS THAN 10,000 RESIDENTS HAVE BEEN SUED OR THREATENED TO BE REGARDING DISTRICT VOTING WITH MOST MUNICIPALITIES SETTLING BEFORE LITIGATION. WITH THE CITY'S ARGUMENT BEING THAT THE CITY HAS HAD AT LARGE ELECTIONS SINCE 1946. EVEN THOUGH THE COURTS FOUND THAT IT DELIBERATELY DISCRIMINATES AGAINST MINORITY VOTERS. OR THE CITY COUNCIL SAYING IT WANTS RESIDENTS INPUT ON THE DISTRICTS. WHEN THEY TOLD THEIR LAWYERS IT'S THE STAKEHOLDERS INPUT THAT THEY REALLY WANT.
