They used to show downvotes a few years ago. The environment was not healthy at that time and petty rivalries developed. After the downvote counter was removed the toxicity was greatly diminished.

I remember it was removed shortly after I joined the site. Ask people about the time imgflip was actually hacked. Some computer guy was choked at popular users so he (or she) completely fouled up the site for a few days. Good times. :)

No but too many downvotes and a meme can go back to submitted.

Because people would get offended, etc.
Having thick skin is an oddity nowadays.
