How about "well-regulated?"

"Well-regulated" means kept up with, not run by the government. That would kind of defeat the point.

Also, that stipulation was added to the militia aspect, not the owning fire arms, so even if it did mean the government has say-so it wouldn't apply to the gun owning part which expressly forbids infringement.

What kind of fun the people can own should be regulated, i.e., no assault weapons. Just my opinion on the Constitution.
