Not really I am not sure if they even have the concept of boarders no one is because we can't communicate with them. What we do know is that in every instance of contact except 1 violence has come about

My bad, I just followed one of OM's comments here and didn't read the whole thread because I'm watching TWD for the nth time and it was a commercial and I was rushing...

I understand they were known for doing this and the island was off limits to all outsiders. And while he knew better and thus risked bringing this upon himself, I personally can't justify what they did. But from their pov, they were.

It is against the law to go to their island. It is against the law to come here without coming through a port of entry. Both are breaking the law and trespassing. Yet you give them free reign to kill because "they're scared". It's also against the law in India to murder, last I checked.

And that guy posed no threat to their community. Other than disease, and tying up his body and dragging him around exposed them to that anyway so they didn't defend themselves from it at all.
