52.1% of California's land mass is public land.

That's the size of Bangladesh.

Whether prior to a forest fire, or after a forest fire, that's a staggering amount of land to manage, and there is neither manpower, nor money, nor geographic accessibility to keep the ground clear.

Although I partially agree with you, if it were easily profitable to remove underbrush from America's vast forest lands, capitalistentrepreneurs would have already "made an offer" that land management agencies couldn't refuse.

The underbrush thinning isn't the main profit source, it is a side requirement of tree thinning. Environmental activists go to court to prevent any tree harvesting.

My reference to "sub-Arctic Finland's avoidance of catastrophic forest fires" is a consequence of inference, deduction and contextualization of Trump's meaning.

Why do you think Trump said "they spent a lot of time on raking and cleaning and doing things?” if not to indicate that Finland's supposedly tidy management of the forest floor is intended to avoid catastrophic forest fires like the one in Paradise, California.
