Oh, to be sure, the work is not complete. The lead levels in the water are above 0, so there's still work to be done. However, the levels are now low enough for the water to be drinkable.
Michigan was well on the way to fixing this problem without Trump. If Congress sends funds that help it get finished faster, cool. They're helping, not DOING.
As for clean air and water in general, there are regulations in place to keep them clean. Maybe instead of doing away with those regulations, you make sure they're enforced? Making pollution legal sounds counterproductive. Just sayin'.
