There are other ways of doing government in a democratic way.
For instance, congress makes laws. This idea is being tried already. Randomly select 100 people that make a representative group of the population, opt out if you want to, you get paid if you participate. Give them responsibility for 2 years to produce policies and solutions to problems in the country. Give them access to experts and scientists in the fields to inform good decision making.
This hypothetical scenario puts an un-powerful body of citizens-from-all-walks-of-life into a congress-like position in order to write policies and laws. Congress and the president would still have to enact policies and laws. This situation, at the beginning, should remove most of the distaste the population would have against selecting the first 100 people in the phone book to run the country. It has been shown that if you give people this responsibility, they act responsibly.
