It seems to me that when someone pays to have a polygraph test administered, in the absence of a special investigation, the person paying has the ability to choose what questions are asked. And the person answering those questions can know fully in advance of what the questions will be, and will be able to choose answers that pass the truth standard. THis is all a very different process than one where someone submits to a polygraph, has no idea of what will be asked, and the person asking the questions are asking genuinely probattive questions in an effort to learn the whole truth. Just my 2 cents!
