Um, actually, unless you are buying in cash, technically you are supposed to. ID is supposed to be required for any other form of payment (check, credit card, debit card, and even EBT cards are supposed to require ID). This is typically not enforced in the name of efficiency. Since very few people buy groceries with cash, most people should need an ID to buy groceries. (And unless someone is supporting you and giving you cash, there is no way to get cash without at some point having used an ID. You need an ID to cash a check, or open a bank account).
