For those who don't know what this is referring to, many years ago if you were convicted of certain crimes in the United Kingdom you would be sent to a penal colony in Australia. Most sentences were for petty crimes, or political prisoners.

That joke is so old, however the original penal colony for the British was America, that explains a lot of what is happening now....
