Well obviously, as FBI director he had to be careful about what he said, and try to be neutral politically. As a private citizen, he's allowed to express his opinion. This is just normal.
I hire people to advise me, not polish my ass with their mouths. Comey was to advise and he was afraid to speak the truth ( I’m giving him a lot a credit that his thoughts so existed and were truth). His job was not neutrality but enforcement of the laws. He failed.
