That guy was a cop in a DR. Who movie in the 80's and they brought him back for the modern TV series. He was the father of Donna Nobel here. She was getting married after being with The Doctor for a season or two. They went their separate ways.
The wedding was originally interrupted by the plot... they met... then he wiped her memory of him.
As a wedding gift, he time traveled and gave a winning lottery ticket.
