The description is searchable text (eg on Google), so if there’s no text, it’s not adding (much) value to imgflip. They should just check at least the description to see it’s not empty or too short (one letter/character) and prevent submission. If the description does not match the words on the meme, at least in spirit, arguably it should be pulled.
