I wonder if it's an attempt to placate the users who were hoping to see the effects of the downvote button removed (if they haven't removed those). :-)
It's been a flood of upgrades recently, some geared to enable additional creativity.
There were a few campaigns over the past year in support of removing the downvote button. I sent feedback with suggestions to modify the system. While I think the downvote button will never be removed and is in imgflip's DNA, I have heard there are subtle changes recently made that appear to reduce the ability of some users to abuse the downvote button.
The mods are definately listening to feedback, imgflip keeps getting better and better.

Is Dylan between jobs? I mean, whee is he getting the time to do all these upgrades??
Just a guess, maybe his new employer recognizes the mutual revenue growth that comes from a healthy flipperverse, and gives him time, tools and resources to bring the magic. Time to send in your wishlist items!
I think so far my favorite new upgrade is the one where you can drag the boxes of the captions or the images you add so it's partly out of the picture. You have more freedom now with positioning.
