You can still do that in the submissions, but for the announce proper names are required. :)

That is just simple site etiquette, you upvote on memes that you comment or simple don't comment at all. You also upvote comments that you reply to or when people reply to you. Otherwise people will just stop talking to you and flag you as a troll. Your choice.
