That's insane. If you knowingly expose someone to HIV, you should be executed by slow torture.

deliberately; on purpose.

They are not protecting people who accidentally transmit a disease. That would make sense. They are allowing someone to intentionally, purposely, deliberately ruin, alter, endanger someone's life and spend no more than 90 in the county jail with no felony record.

Why is that associated with the LGBTQ?

I posted that as a reply to Natalie_Vance's meme about CA passing that law. It is not strictly limited to LGBT people. Heteros and IV drug users can also deliberately infect others with diseases.
I just figured that specific community probably lobbied for that legislation and would negatively impacted by their partners not having more of an incentive (not getting in worse trouble) to get tested and be honest with each other about their status. I see a lot of communities pushing for laws that are supposedly in their favor and don't consider the negative consequences.
