Above that is this. They are guidelines to help users have a better chance of having their submissions feature. I have seen foreign language memes made with custom templates (by several different users including established users) that have featured. That implies those were reviewed and approved by a moderator. I always upvote those. I saw socrates make a foreign language meme about nine months ago, I think it was a pretty popular meme.

Yes, these are "guidelines", not "rules". Much like the constitution, we're debating the (poorly written) wording that leaves a lot of room for discussion.

All of the other guidelines are just that, good suggestions to get your meme featured. The passage that Skrubbz posted, however, uses some very cut & dried, absolute language such as ENGLISH-ONLY and WILL NOT BE FEATURED (caps added for emphasis only, not "shouting").

My two cents.

Here's my two cents. Foreign language memes get featured. Some of those are made with custom templates, which implies they were reviewed and approved by a moderator. I like those a lot.

I use Google Translate to figure out their meaning, if it's funny and they don't have memes in English in their profile, I sometimes make a meme comment in their language. Seems like something might get lost in translation, I don't get many replies. But I do that simply because it's fun for me:)

I still think most of them are unintended submissions, that is until a non English meme make it to the front page. :)

I've seen foreign language memes by top users, socrates made one just before Christmas 2016. I think it made the front page.
