It's REALLY funny that you posted a picture of those wheel covers because when I visited my wives relatives in Houston, I also stopped about an hour out, in Brenham to visit my uncle, and there were a couple of black dudes running these caps on their Cadillacs. It's the only place I have seen those wheel covers.
