No, no it does not. Here's the actual text of the first amendment:

"Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof; or abridging the freedom of speech, or of the press; or the right of the people peaceably to assemble, and to petition the Government for a redress of grievances."

So basically, among other things mentioned in the amendment, the U.S. government can't make laws that prevent people from speaking their mind (in the U.S.). How does this translate to "people can annoy people online with impunity"?

This meme was inspired by people on forums whining about having posts deleted or being banned because of things they say. They seem to believe that "free speech" means they can say whatever they want, wherever they want, and no one can stop them. That is false.

Your county can choose to not alow types of speech they dont like online and censor content coming in from other countries, so YOUR country may prevent you from seeing a coment you don't like, but cannot prevent people in the U.S. from making it.
This does not include statements that are threats of violence, those are illegal. Might I suggest that if you are SO sensitive that you feel a few obnoxious typed words should be banned, that perhaps you avoid places like imgflip that are sure to upset you.
I do get annoyed online to, but not because someone had the RIGHT to say obnoxious things, but because it means there is someone who believes the obnoxious ideas they are saying (and it annoys me that idiots exist). Banning certain speech would not prevent those ideas (or idiots) from existing, but merely protect you from knowing those ideas (and idiots) exist. A favor for limmited speech simply keeps you ignorant of what and who is out there.
