Food Stamps sounded better than EBT or Quest, and not everyone is familiar with the those.
Plus in the neighborhood where I lived for awhile, at Bodegas and Delis, some - if they know the person well - take it in payment for beer, sometimes with an added premium. Even worse, some give cash, 50 on the dollar, I think, in exchange EBT or also WIC checks.

Can't understand why welfare is allowed to be spent on those items. I know it's a lump sum, but they should place restrictions.

that's the thing. once they get their crack or heroin or meth they're not hungry and don't have to eat. as for their kids, if the parents are strung out on dope they don't even think about the kids being hungry until they get their fix. sad.

That's the worst of it, bad enough they mess up their own lives, but the kids have to grow up neglected and abused. Sick.
