J.E.F.F. in the collective name given to a set of research organizations around the world, which form an international comity that convenes for the purpose of nuclear research and experimentation. I'm not surprised to see they posses nuclear weapons, (perhaps from countries like Kazakhstan, which disassembled their nuclear arsenal some years ago) for research purposes. Maybe they are testing different methods for safely deweaponizing nuclear warheads, or something like that.
