I am SO sorry, I just assumed you knew how to Google something. My bad.
It has nothing to do with the product...it's the container. Left alone, naturally, water doesn't go bad. But keep water stored in plastic bottles long enough, and chemicals will leach out of the plastic into the water. and while these chems are basically harmless, they WILL add a funky smell and taste.
That's why it says Use By __________

Water is a consumable food product, and as such, it is subject to laws requiring expiration dates on all consumables! And like you said the bottle:)

And as you stated the bottle because it will eventually begin leaching chemicals in the water, but not at any harmful levels :)
