I got the idea from British propaganda during WWII which claimed the Axis wanted to split USA territory. It wouldn't have worked anyway; because Germany only wanted Europe and Japan only had plans for Asia. A Japanese admiral commented that if they invaded America there would be a gun behind every blade of grass.
