Could be both. I think there are times some get past certain mods and others go back and say it should be flagged. There are other times it can be users, and it may not be the meme they have an issue with, but the user. I know there is a certain user that can't handle the fact I have been trying to change since I was last here months ago, as he had to still claim I was many different accounts when I wasn't even around. But since I was open about who I was/am, I have had a number of memes get sent back to submission status and comments constantly downvoted, just because of who I am. I have even tried appologizing to users for how I acted in the past, and he has made sure that none accept my appology. There may be some prudes that don't want the those memes to be shown, but of course that is their opinion as well. There is no pleasing everyone.
BTW, regardless of what a certain individual might say, I am the one and only Chakotay/d2renterprise. I left for a few months, and it helped me out a lot. If I offended or attacked you in the past, I am sorry about that. I let my short fuse get the best of me. It is hard to try to enjoy the site when certain people want to keep you from using it only because you have disagreed with them on little things. That is what I dealt with, that is what I have moved on from, although I still have issues with that user because he thinks it is ok use me as a reason to attack others.
