This is John Crosbie. He was being sworn in as the Lieutenant-Governor of Newfoundland/Labrador when he cracked that joke, and held that office until 2013.

Several of his more infamous quotes can be found on Wikipedia, and trust me, they are funny as hell. He always spoke his mind, though, never pulled any punches. But then, neither did Sheila Copps :-) some of the exchanges between those two were pretty heated and pretty hilarious.

LOL!!! It was a few years ago that a former Canadian MP, John Crosbie, told a version of this joke at one of the worst possible places -- a swearing-in ceremony (of which I don't remember) on Parliament Hill -- and he got a lot of flak for it -- but it was typical of Crosbie. He was always cracking one-liners as an MP and used to lock horns with Deputy Prime Minister Sheila Copps back in the day.
