My theory is it's a paid advertisement by Comedy Central. Note the perfect watermark. It was one of the main elements of a rare season long story arc for this past season. It popped into the middle of the popular templates without any daily users ever seeing it. All signs point to money...not that that's a bad thing, it means they can make more updates to the site. I just wish Comedy Central would have picked a better South Park template.
