If the lie is repeated enough, it will become accepted as truth
Also use phrasing that is intentionally misleading.
For instance, they keep using the phrase "hacking the election" that makes it sound like Russia tampered with vote tallies. At worse, Russia is accused of releasing information (factual information, mind you) that influenced voters decisions. But the evidence isn't even there for that.

Quite right, the lie that it was "the russians" HAS been repeated so often it is taken to be true, despite denials by Assange, Guccifer, and Russia, oh, and absolutely no proof.
But the best part is those who get all insanely outrage over the "who" and Ad Hominem attack the wildly guessed "source" of the Information, while ignoring the information content exposing the vast corruption and actual tampering with the electoral process by the DNC. :)
